Jones, Pamela. “When open standards really matter -- the Katrina factor.” Groklaw, September 13, 2005.
Summary: In the aftermath of a disaster, it is extremely important for responders to be able to communicate with one another and with victims. The prevalence of restrictive, proprietary software that does not conform to open standards harms everyone by obstructing such vital communications. It is irresponsible for government agencies to continue to use and support such software.
