Summary: Many public educational institutions in the United States are disgracefully bad -- hopelessly underfunded, subjected to insane educational fads backed up by government mandates, and abused by their local communities. In urban centers, one of the principal causes of these problems is racial prejudice, reflected in the total unwillingness of white citizens, even those who consider themselves liberal, to support racial integration of schools. Liberals have largely conceded the cause of public education to determined, racist conservatives and now congratulate themselves on the rare occasions when they can achieve a weak-kneed compromise or even a capitulation that gives lip service to Brown v. Board of Education.
