Although Page et al do not seem to discuss the manipulation of the simplified PageRank explicitly, the discussion of rank sinks suggests that the simplified PageRank can be manipulated somewhat.
If I want to raise the importance of my own pages, I could include links so that my pages would point to the others, but to no other pages. Then, the basic equation R = A * R would distribute any rankings of my pages to my pages only, while other pages might add additional rankings. As a result, I could create my own rank sink, and this could enhance the visibility of my listings.
