In [2, p. 5], Page et al describe a Random Surfer Model for using the Web. The idea is that a Web user ("Web surfer'") might click links on pages at random for awhile, until the surfer decides to begin again at another starting point. With this model,

• the rows of the modified adjacency matrix (A_{i, j}) give the probability that the surfer will link to page W_i, given that the surfer was current on page W_j, and
• a vector E could give the likely starting places, if the surfer decides to switch to a new area of the Web.

With this model of randomly moving from page to page through the Web, the equation R = c ( A + E * 1) R
