Change the development process to embrace change

• Change will be required
• Software development will have to adjust to those changes
• Use process that expects change and makes it easy

Waterfall model or refinements cannot work

• Cannot have long development cycle
• Must involve customer(s) early and often
• Scale back features rather than accept low quality
