Bylaws need to provide an overall operating structure.

Bylaws serve as a constitution

Stable; slow to change
Policies/Procedures guide day-to-day operations

A range of policies and procedures have evolved over the years.

The Board is working to publicize these through posting on
http://www.sigcse.org.

A number of these have been posted for some time; more are forthcomng.
Timing
Finally, after about 5 years, SIGCSE has been able to develop a revision
that has gone through the various ACM levels.

We have a coherrent, reorganized proposal that conforms to current practice.

We have an opportunity for discussion at SIGCSE 2009!

BUT we still do not have posted bylaws.
The currently in-progress proposal to the membership allows us to go forward.
